Indigenous students in the Goulburn Valley area of Victoria have low participation and completion rates in vocational education and training (VET) programs. This report investigates the barriers affecting VET participation and service provision in this area, and examines the context including the educational aspirations, expectations and experiences of Indigenous students, and the pathways into education, training and employment. Surveys were conducted with Indigenous students and young people, and local teachers, service providers, and stakeholders in the regional centre of Shepparton.
