Freedom, capabilities and the Cape York reform agenda
Sets out a new conceptual framework for analysing disadvantage and dysfunction in Cape York; sets out the goals of the Cape York reform agenda which based on the work of Amartya Sen who considers freedom to be the critical measure of individual wellbeing; the end goal for the Cape York reform agenda can be expressed as ensuring that Cape York people have the capabilities to choose a life they value - it is not about making choices for people, but rather about expanding the range of choices people have available to them; discusses capabilities indicators; assessment of current capabilities in Cape York, and constraints on capabilities; discusses building capabilities through social and economic development, and the prerequisites for economic and social development; assesses prerequisites for economic and social development in Cape York; discusses welfare reform and land reform and property rights.
