Cross Border Heavy Vehicle Freight Study: Final Report

The motivation for this study stems from a longstanding concern among some SEATS councils.
The concern was that physical road infrastructure deficiencies and inconsistencies in heavy
vehicle regulatory operating arrangements have and continue to represent constraints to more
efficient and effective cross border heavy vehicle travel. This imposes higher transport costs on
the freight industry and shippers and higher social costs, including higher accident, noise and
air pollution costs on communities.

This study seeks to identify the nature and indicative impact of the key physical road
infrastructure and regulatory constraints to more efficient and effective cross border heavy
vehicle freight travel between NSW and Victoria.

The purpose of the study is to ultimately inform a package of improvement initiatives to address cross border constraints. These initiatives could become SEATS priority projects and/or projects included in a Regional Transport Plan produced by SEATS together with the Victorian and NSW state governments
