Regional growth, enterprising human capital and community engagement

What are the reasons for the concentrated and divergent nature of growth among regions? Enterprising human capital, the ability of regional residents to have an entrepreneurial capacity for knowledge activation, is identified as a key determinant of regional outcomes. This paper explains how enterprising human capital can be activated through engaging community and institutional behaviour. The paper reviews research on growth and competitiveness in 94 Australian regions over the last two decades, and examines eight potential drivers of regional growth. The paper concludes that community engagement with institutions, businesses, and other organisations and individuals facilitates regional growth and competitiveness objectives through enterprising human capital.
